This one is the PNG release instead of JPEG XL. It seems like the converter not properly working for some windows edition. Reported for 19H1, and probably older versions, and/or modded versions. Until there is any software that could actually view .jxl/JPEG XL or any converter that won't cause headache, feel free to seed or grab this png version.
